Historical study of the shop stewards' movement in the engineering industry of the UK from about 1910 to 1924 - shows how the movement attempted to break down traditional divisions between skilled workers and semiskilled workers, to develop an industrial policy uniting the interests of the two groups, and to construct all-grades organization in the workshops, includes comparative studies of local workers' committees in the largest munitions centres during wartime and examines their contribution to revolutionary ideology, socialism and labour relations.
