He was a younger son of Charles Grey, 2nd Earl Grey. His sister Lady Louisa Elizabeth Grey married John Lambton, 1st Earl of Durham and later governor-general of British North America. Grey represented Wycombe in the House of Commons from 1832 to 1837, defeating Benjamin Disraeli to win the seat. Grey went to Canada with his sister and brother-in-law in 1838. There he was named a member of the Executive Council and Special Council of Lower Canada. He later returned to England and was promoted to general in 1865. Sir Charles Grey served as private secretary to Prince Albert, the Prince Consort, from 1849 to 1861 and was also private secretary to Queen Victoria from 1861 until his death in 1870.
