This is an adaptation by Liza Alexander and illustrator Carol C. Haantz of the Walt Disney animated Winnie the Pooh special, A Valentine for You (1999), directed by Keith Ingham and written by Carter Crocker.

The film is a bit odd, because even though it is a Valentine's Day show, it has more of a Halloween tone with the Pooh friends getting lost in a dark and scary forest at one point in their quest to keep Christopher Robin from falling in love. And then it also has some Christian overtones as a guiding light of love saves them by leading them from the darkness. Also, Owl sings an awful, sexist song: https://youtu.be/JM5Tl945quc.

The adaptation is fairly faithful to the film's story, but the art is not quite on model, with some of the faces of the Pooh characters looking downright ugly at times. Owl's song is mercifully omitted.
